Cambodia-Invitation to Bid on Development of A 60 MW Solar Plant Project in Kampong Chhnang Province, Cambodia

Electricite du Cambodge (EDC) intends to implement a 60MW solar plant project in Kampong Chhnang Province, Cambodia (Project), through international competitive bidding on Build - Own - Operate (BOO) basis. The Project will support the construction of solar photovoltaic (PV) power plants in Cambodia, and address the country's need to: (a) expand low-cost power generation, and (b) diversify the power generation mix with an increase in the percentage of clean energy. The Project is the initial phase of a I 00 megawatt (MW) capacity solar power park and associated substation in Kampong Chhnang Province and a transmission interconnection system to supply power to the national grid.

The RGC, represented by the MME, will enter into an Implementation Agreement (IA) with the Developer for the implementation of the Project.

EDC will purchase the electric power through the Project under a long-term Power Purchase Agreement (PPA) to be executed between EDC and the Developer.

The Electricity Authority of Cambodia (EAC): EAC was established under the Electricity Act to regulate the power sector. The Sub-Decree and Guideline give EAC a supervisory role in relation to compliance with the rules governing the procurement process for large scale generating plant and transmission system project in addition to its obligation under the Electricity Act to issue generation and other licenses to participants in the power sector in order to regulate them effectively.

EDC will be the executive agency for this Project and would like to invite you to submit a bidding document (Proposal) for the development of the Project as soon as possible but not later than 10:00 a.m. (local time) on 17 May 2019.

Thailand - Invitation to Bid, Public Private Partnerships for Operation and Maintenance (O&M) of Bang Pa-In – Nakhon Ratchasima (M6) – and Bang Yai – Kanchanaburi (M81) Intercity Motorway Projects


The Department of Highways (DOH), Ministry of Transport, of the Kingdom of Thailand, would like to invite private entities to bid for the Public Private Partnerships (PPP) for the Operation and Maintenance (O&M) of the Bang Pa-In – Nakhon Ratchasima and Bang Yai – Kanchanaburi Intercity Motorway Projects. In this regard, the private entity shall be responsible for the design and construction of the motorway system works and the related facilities, while the ownership of the properties constructed by the private entity and toll revenues shall rest with the public sector. The private entity shall also be responsible for the toll collection management, the operation and maintenance of the entire project, including the civil works constructed by the public sector and the works invested by the private entity itself. The private entity shall be remuneration for the construction of the systems and other related facilities, maintenance services, toll collection and operation services as well as all other works specified in the relevant scope of work and conditions there of (PPP Gross Cost).

The Bang Pa-In - Nakhon Ratchasima Intercity Motorway Project covers the distance of approximately 196 km. with 9 toll plazas, and the Bang Yai - Kanchanaburi Intercity Motorway Project covers the distance of approximately 96 km. with 8 toll plazas. The project period shall be divided into 2 phases as follows:


Phase 1: Design and construction of the motorway system works and the related facilities, which shall not exceed 3 years.


Phase 2: Operation and maintenance services of the entire project, which shall be 30 years.

The selection of the successful bidder shall be in strict compliance with the Private Investments in State Undertakings Act, B.E. 2556 (2013), the Highway Act, B.E. 2535 (1992), the Act regarding the Fixing of Tolls to be Levied on the Use of Highways and "Bridges by Motor Vehicles, B.E. 2497 (1954) and the DOH's Regulations Prescribing Toll Revenues, 8.E. 2549 (2006).

The Industrial Estate Authority of Thailand (I-EA-T) has been entrusted from the government to develop the Map Ta Phut Industrial Ports which has three phases in total according to the master plan. The first and second phases were accomplished since 1992 and 1999, respectively. However, those two phases enhanced the industrial growth inside the Map Ta Phut Industrial Estate areas. Thus, I-EA-T is now developing the new third phase, in order to support the increasing demands relating to government policies and EEC development plan which focuses in 3 eastern provinces namely Chachoengsao, Chonburi and Rayong.

The Map Ta Phut Industrial Port Phase 3 is an opportunity of Public-Private Partnership (PPP) for local and foreign sectors to invest according to the PPP regulations and procedures B.E. 2560 announced by the Eastern Economic Corridor (EEC) Policy Commission.
