Liliana Paz, Senior Commercial Specialist
Liliana Paz is a Senior Commercial Specialist in Buenos Aires, Argentina. She is responsible for two key industry portfolios, the healthcare sector including healthcare services, medical, clinical laboratory products and equipment, pharmaceuticals and biotechnology, and the food processing, packaging and printing portfolio. Ms. Paz has been working at the U.S. Embassy in Argentina since 1992, starting in the Economic and Political Sections and later joined the U.S. Commercial Service in 1997. She has a Master's Degree in International Business and a Bachelor's Degree in Languages and Translation.
Monique Roos, Commercial Specialist
Monique Roos has been a Commercial Specialist with the U.S. Commercial Service Australia for fourteen years. She oversees the healthcare technologies, laboratory and scientific, travel and tourism and education industries. Prior to joining the U.S. Commercial Service, Monique worked for the International Planning and Analysis Center in Washington, DC, and also worked for 10 years in the travel and tourism industry. Monique holds a Bachelor of Science Degree in Foreign Service from Georgetown University; a Graduate Diploma in Tourism Management and Master of Business in Marketing from the University of Technology, Sydney.
Jefferson Oliveira, Commercial Specialist
Jefferson Oliveira is the business development specialist for the healthcare sector in Brazil, including the industries of medical devices, biotech, drugs and pharmaceuticals and nutritional supplements. He has 13 years of experience working for the U.S. Commercial Service in São Paulo, providing market analysis for U.S. firms; support in the implementation of regulations and standards; consultation in trends, barriers, customs and regulatory affairs; business prospects for new to market healthcare companies. Mr. Oliveira has degrees in both Pharmacy and Law from the University of Sao Paulo and has a specialization in mediation and arbitration.
Connie Irrera, Commercial Specialist
Connie Irrera joined the U.S. Commercial Service of the U.S. Consulate General in Montreal, Canada in 1988. She oversees the health science, renewable energy, forestry and mining sectors specializing in wind, solar and biomass industries. Her responsibilities include market research, export counselling, trade facilitation and reporting on Canadian issues of commercial interest to U.S. firms. She has received the Ambassador’s Award for commercial service excellence in trade and event promotion, creating customized programs for U.S. companies.
Angela Han, Commercial Speicalist
Angela Han is a Senior Commercial Specialist with the U.S. Commercial Service at the U.S. Consulate General in Guangzhou, China. Her portfolio includes healthcare, dental, cosmetics and apparel. Angela joined the U.S. Consulate Guangzhou in 2009 and worked at the Economics and Political Section. She was transferred to the U.S. Commercial Service in April 2013. Before joining the consulate, she worked for HSBC (China) Company as a marketing planning officer and at Wal-Mart Global Procurement as a business analyst. Angela received her MA degree in International Communications from the University of Leeds.
Paola Lugari, Commerce Specialist
Paola Lugari joined the Commercial Service at the U.S. Embassy in Bogota, Colombia in October 2012 as a Commercial Specialist. She is responsible the medical equipment, pharmaceuticals, healthcare services, dietary supplements, processed food and beverages industries. Prior to joining the Commercial Service, Ms. Lugari worked for the Colombian Ministry of Foreign Affairs for 10 years. Paola has a Political Science undergraduate degree and a graduate degree in Negotiation and International Relations from the Universidad de Los Andes.

Betty Alexandropoulou, Commercial Specialist
Betty Alexandropoulou has been with the U.S. Embassy in Athens, Greece as a Commercial Advisor since 2008. Betty’s current portfolio includes the healthcare and ICT (Information and Communications Technology) sectors. She is also responsible for the SelectUSA program which facilitates inward investment in the U.S. for international companies. Prior to joining the U.S. Commercial Service, she accumulated over eighteen years of experience in the private sector working for companies like AT&T and Vodafone. Betty holds a MBA and Bachelor’s in Economics.
Sathya Prabha, Senior Commercial Specialist
Stephen Anderson, Commercial Attaché
Dr. Stephen J. Anderson is a Commercial Attaché at the U.S. Embassy in Tokyo. On his second Japan tour, Anderson is a career foreign service officer in the U.S. & Foreign Commercial Service and acts as U.S. Embassy liaison to the Board of Governors of the American Chamber of Commerce in Japan. Prior to government service, Mr. Anderson taught at the University of Wisconsin-Madison and Temple University Japan after earning his Masters and Ph.D. in political science from the Massachusetts Institute of Technology (MIT).
Humphrey Lilech, Senior Commercial Specialist
Humphrey Lilech is the Senior Commercial Specialist at the U.S. Commercial Service, U.S. Embassy Nairobi, Kenya and Ethiopia (an official Partner Post). Key industries in Mr. Lilech’s portfolio include ICT (telecommunications equipment, computer services and software), Healthcare (medical equipment, pharmaceuticals, healthcare services, dental equipment, veterinary medicine) Financial Services, Transportation, Construction, Defense Equipment, Safety and Security Equipment, and Industrial Chemicals. Mr. Lilech received his B.Sc in Biochemistry and Chemistry from Kenyatta University and MBA in Marketing from United States International University.
Alicia Herrera, Senior Commercial Specialist
Alicia Herrera is a Senior Commercial Specialist with the U.S. Commercial Service in Mexico City, based at the U.S. Embassy in Mexico. With an industry expertise in medical devices, healthcare services and pharmaceuticals as well as transportation, Ms. Herrera’s primary role at the Embassy is to help promote U.S. exports to Mexico. Prior to joining the Commercial Service, Ms. Herrera worked for various agencies of the Mexican Government for over 15 years. She has a degree in International Relations from the Mexican National University (UNAM).
Chamberlain Eke, Commercial Specialist
Chamberlain Eke joined the U.S. Commercial Service in Lagos, Nigeria in July 2001. As a Commercial Specialist he oversees the healthcare, automotive, transportation, agri-business, financial services, and film industries. Prior to joining the U.S. Commerce Service he worked for Nielsen Nigeria, the world’s largest market research company as a Customized Research Executive. Mr. Eke holds a B.SC degree in Agricultural Economics and holds a Master’s degree in Business Administration.
Britt Hestenes, Commercial Specialist
Britt Hestenes serves a Commercial Specialist at the US Embassy Oslo, Norway Commercial Section. She is responsible for establishing, maintaining and expanding a wide range of U.S./Norwegian contacts in the Healthcare Technology, Travel and Tourism, Consumer Goods and Services and Franchising sectors. Prior to this, Ms. Hestenes worked as a manager at furniture store IKEA, having completed IKEA’s management trainee program. Ms. Hestenes holds a BA in Business Administration and Industrial Relations from Strathclyde University in Glasgos, Scotland.
Miguel Hernandez, Commercial Specialist
Miguel Hernández is a Commercial Service Officer at the U.S. Embassy in Moscow. He assists U.S. companies in the following sectors: pharmaceuticals, medical devices and equipment, cosmetics, consumer goods, information technology including hardware and software, and food processing equipment. Mr. Hernández joined the U.S. Commercial Service in 2009 and then began a four-year assignment as the Regional Standards Officer for South America based at the U.S. Consulate in São Paulo, Brazil. He holds a Master of International Affairs with a concentration in finance and business from Columbia University, New York City, and earned a B.A. from the University of California, Berkeley
Erik Hunt, Deputy Senior Commercial Officer
Erik Hunt is currently assigned as the Deputy Counselor and Commercial Attaché at the United States Embassy in Riyadh, Saudi Arabia. His portfolio includes the advancement of U.S. trade and investment policy in support of U.S. business interests. Mr. Hunt is a career member of the Foreign Service; he began his career at the U.S. Department of Commerce in 1987 and joined the U.S. and Foreign Commercial Service’s Office of Domestic Operations in 1988. Mr. Hunt has previously served in Seoul, Berlin, Bonn, Minneapolis, and San Francisco.
Felicity Nagel, Commercial Specialist
Felicity Nagel served as a Commercial Specialist for the U.S. Commercial Service in Cape Town for seven years, and transferred to the Commercial Service Office in Johannesburg in 2012. Her portfolio includes healthcare, franchising and cosmetics. Felicity previously worked in the private- and NGO sectors in Germany, South Africa and the UK performing business consulting and market research. She holds a BSc Honors in Economics and a Diploma in Journalism with Distinction from the London School of Journalism. Felicity Nagel was born in Germany, but grew up in South Africa. She is fluent in German.
Yoon Shil Chay, Senior Commercial Specialist
Yoon Shil Chay joined the U.S. Foreign Commercial Service in Seoul, Korea in 1989.
She oversees the medical equipment and devices industries along with drugs and pharmaceuticals. Ms. Chay uses her expertise to report on market analysis of Medical and Health Services, counseling U.S. business, supporting trade promotion, trade policy activities, and export assistance programs of CS Korea. She advises and assists American officers in the shaping and development of bilateral trade policy.
Dean Matlack, Commercial Specialist
Dean Matlack is a Foreign Commercial Service Officer stationed at the U.S. Embassy in Bangkok, Thailand, where he works to promote trade and investment in the markets of Thailand, Cambodia and the Lao PDR. Previously, Dean served three years in the Commercial Section of the U.S. Embassy in Tokyo, Japan, While in Tokyo Dean also coordinated work a U.S.-Japan bilateral dialogue focused on policy and regulatory issues for trade in medical devices and pharmaceuticals. Dean also served a two-year domestic assignment at the U.S. Export Assistance Center in Minneapolis, Minnesota. Dean holds a Master of Public Administration in International Management from the Monterey Institute of International Studies and a Bachelor of Science with Honors in Political Science from Weber State University.
Ebru Olcay, Commercial Specialist
Ebru Olcay joined the U.S. Commercial Service, Istanbul in August 2005. Her areas of expertise include medical equipment, construction equipment, machinery, environmental technologies and tourism services. Ms. Olcay holds a B.A. in Psychology and an Executive MBA from Bogazici University. She started her career with Microsoft in Turkey and previously worked at the Trade Commission of Denmark helping Danish companies establish businesses in Turkey.
Melissa McInnis, Commercial Officer
Melissa McInnis is a Foreign Commercial Service Officer, currently serving in Ho Chi Minh City, Vietnam. Prior to joining the Department of Commerce, she served as Trade Commissioner for the Department of Foreign Affairs and International Trade at the Canadian Consulate General in Chicago. Ms. McInnis started her career as an intern with the US Foreign Commercial Service in Sweden. She received her degrees in International Relations and Economics at Michigan State University and a certificate in Business Marketing Strategy from the Kellogg School of Management at Northwestern University. She speaks both French and Vietnamese, but not at the same time.
IMPORTANT: Pre-registration will end on October 31, 2014. We will then only be scheduling appointments if there is availability and the Commercial Officers and/or Commercial Specialist will not be able to provide you with information prepared before your meeting.
