Export Licensing Information - Getting Started

Let's Begin.

Before you can begin exporting your item, you must determine which agency has jurisdiction over your item. First, go through the Department of State Order of Review decision tool to determine if your item is controlled on the United States Munitions List (USML) in the International Traffic in Arms Regulations (ITAR). The USML contains enumerated items as well as "catch all" items, which generally include the term "specially designed." If your item is not enumerated on the USML but may be part of one of the "catch all" categories, you should go through the Specially Designed decision tool to determine if the item is subject to the ITAR.

After reviewing the USML and the State Department’s Order of Review and Specially Designed decision tools, you should know which jurisdiction your item falls into. If your item was determined to be controlled by the Commerce Control List (CCL), it is recommended that you go through the CCL Order of Review decision tool; alternatively, you may submit a Commodity Classification Request to verify which Export Control Classification Number (ECCN) your item falls under.

If you are still unsure whether your item is under State or Commerce jurisdiction, you should submit a Commodity Jurisdiction (CJ) request. To submit a CJ request, go to the Commodity Jurisdiction webpage and complete a DS-4076 Commodity Jurisdiction Request Form.  Once the form is completed, you will submit it to the Department of State via the Electronic Form Submission (EFS) application.

The Department of the Treasury's Office of Foreign Assets Control (OFAC) administers U.S. economic sanctions, including transactions involving individuals and entities on the Specifically Designated Nationals and Blocked Persons list.
