SALES POTENTIAL

• DEFENSE SPENDING: Croatian defense spending will rise over the coming years, facilitated by stable overall economic conditions and driven by the defense ministry's continued efforts to modernize the country's armed forces. The overall budget will nevertheless remain small compared regionally, reflecting Croatia's stable security environment. As such, domestic defense manufacturers will continue to focus on exports. Due to limited investment into defense sector R&D, Croatia will continue to rely on external suppliers for the delivery of technologically advanced military equipment.

• DEFENSE IMPORTS: Croatia will remain dependent on defense imports for the foreseeable future. Domestic defense manufacturing capabilities are restricted to small-scale equipment; handguns, assault rifles, ballistic helmets and anti-mine robotics. Croatian military manufacturing remains focused on the land segment, which means most aerospace equipment needs to be supplied by foreign companies. Historically, the Croatian air force's requirements have been met by the Soviet Union/Russia, Canada, the US and Switzerland.

The Croatian armed forces' defense equipment is outdated and in need of refurbishment or replacement - particularly as the country looks to bring military standards closer to those of its more advanced fellow NATO members. In 2017, around 40% of the Croatian defense budget was allocated towards procurement and sustainment spending - a relatively high percentage compared globally.

The Croatian defense ministry is looking to buy fighter jets and has reportedly shortlisted two offers; the Swedish Gripen, and second-hand Israeli F-16s.
