Charles Barnett has 20 years’ experience in international trade and business, both in the private-sector and government, with on-the-ground experience in Asia and the Middle East. At EXIM Bank since 2004, Charles has worked in international business development, as a loan officer, and on special assignments for the VP of Asset Monitoring and the Acting Chief Banking Officer. As a loan officer, he manages client relationships, and has performed financial analysis/ business due diligence for several hundred cross-border financings. Charles has represented EXIM Bank on missions to North Africa and the Middle East, in meetings and negotiations with private companies and government counterparties. He delivered EXIM Bank’s address at the U.S.-Bahrain Free Trade Agreement Conference in Bahrain and helped organize and moderate the Broader Middle East North Africa Trade & Investment Finance Conference in Jordan. Before joining EXIM Bank, Charles worked in China for two private U.S. companies during 1995-2001: he managed product-sourcing operations for a New York importer’s China division and was later recruited by a U.S.-Chinese joint-venture to help restructure its business model and operations. Charles has master of international public policy from Johns Hopkins SAIS and a BA from the University of Michigan. He speaks Mandarin Chinese. Charles is a regular guest speaker on trade finance at American University’s Kogod School of Business.
