Eric is a commercial diplomat with 18 years of experience promoting trade and investment across a wide range of industry sectors in the Greater China region. He has helped thousands of companies generate billions of dollars of business and has been recognized with numerous awards from the U.S. Departments of Commerce and State. Eric’s specialties include the promotion of international trade, investment, tourism, and education; trade events; trade missions; international marketing; managing cross-cultural teams; and doing business in greater China. Eric has had tours of duty in Taiwan, Hong Kong, Macau and Boston.

Marixell Garcia joined the U.S. Commercial Service in May 2015 and is currently serving as the Deputy Principal Commercial Officer at the U.S. Consulate in Toronto, Canada. Previously, she spent two years completing her domestic assignment at the U.S. Export Assistance Center (USEAC) in Las Vegas, Nevada. Some of the sectors she covered as part of her portfolio in Las Vegas included: healthcare, travel & tourism, and design & construction.

Prior to becoming a Foreign Commercial Service Officer, she worked as a Senior Business Executive in the Corporate & Multinational Division of a commercial bank with a presence in 12 different countries. Ms. Garcia also worked for the U.S. State Department as the Commercial Specialist at the U.S. Embassy in Managua for eight years (2005-2013), maintaining a close relationship with several Commercial Service posts throughout the Western Hemisphere, as well as numerous USEACs. She also served as a Consultant for the Inter-American Development Bank in order to develop Nicaragua’s National Export Promotion Strategy, while working at the Nicaraguan Ministry of Trade and assisting with free trade negotiations, such as CAFTA-DR.

Ms. Garcia has a Master’s Degree in International Trade and a Double Mayor in Business Administration, with concentrations in Economics & Finance, as well as a minor in English Literature. She is married and the proud mother of two sons.

Stefan Popescu

Senior Advisor/Commercial Specialist covering the following focus sectors across Canada: FDI SelectUSA programs -planning , coordination, major investors development in Financial, Insurance and other key sector; Energy power generation, transmission, and distribution – coordination, FDI, advocacy; Automotive – coordination, FDI, advocacy. He also covers general industrial equipment and provides guidance for technical sectors.

Previously Stefan managed start-up companies and subsidiaries of Panasonic Corp. and Siemens, after starting his career in engineering for nuclear power plants. Stefan has engineering and economics degrees and business administration certification, and he speaks several languages.

Ruth Williamson

Ruth has national responsibilities for Travel and Tourism, and Entertainment (Film, Music), and serves on the CS global teams for these sectors. She brings extensive experience in a wide range of industries. Ruth worked at CS Toronto for several years starting in 2001 as a contract consultant, contributing to all the agency’s sectors. Subsequently, Ruth joined the State of Illinois Canada Office, as an International Trade Specialist, where her responsibilities included travel and tourism, foreign direct investment, and international trade (all sectors).

Attending university in Montreal where she earned her B.Com. Marketing, Ruth also ran a marketing consulting firm for over 10 years serving major national and Fortune 500 companies. At the same time, Ruth sidelined as a freelance journalist covering travel and tourism, sports events, and a winter Olympics.

In March 2008, Ruth returned to the U.S. Commercial Service in Toronto where she is the Canadian team leader for Travel and Tourism. She was appointed International Advisory Committee (IAC) Chair by the U.S. Travel Association in Washington, representing Canada for IPW (International Pow Wow). IPW is the travel industry's premier international marketplace and the largest generator of travel to the U.S.

Marlitt Jurgens

Marlitt has over 12 years of international work experience and a solid education from leading business schools in Canada and Peru.  Prior to joining the USCS in 2015, she spent most of her career with the US government, working for the Foreign Agricultural Service in Lima-Peru as a Marketing Assistant, and as a Visa Assistant at the U.S. Consulate General in Toronto. Marlitt is an MBA candidate from the Schulich School of Business - York University, with a focus on Marketing and Strategic Management.  She also holds a Bachelor’s degree in International Business and has graduate studies in Information Technology applied to Marketing.  During her career with the USG, Marlitt has gained experience in promoting US products in foreign markets, particularly in the Agriculture, Food & Beverage, CPG and Retail industries.  She is fluent in Spanish and speaks a bit of French.  She practices Ashtanga yoga, works on a fashion blog with her sister, enjoys photography, interior design and cooking Peruvian food.
